What is Friends of Spectrum?
An independent platform dedicated to spectrum management — pairing a live intelligence layer on international frameworks, starting with the ITU Radio Regulations, with a friendly on-ramp for everyone entering the field.
Where we come from
Friends of Spectrum grew out of an APT initiative dedicated to advancing global spectrum management. Our mission is to support policymakers, regulators, and industry professionals by demystifying international regulatory frameworks and policy processes. Grounded in the inclusive spirit of the Network of Women for WRC (NOW4WRC), we began by fostering a community of mentorship and collaboration to help delegates find their footing from day one.
What we've become
Today, that community has expanded into a comprehensive spectrum intelligence hub. We provide cross-linked, vital resources — including frequency allocations, footnotes, WRC Resolutions, and key policy insights — accessible in English, French, and Spanish. As we grow to encompass broader spectrum management initiatives, our core mission remains unchanged: to open the door wider and empower the global community with an ever-expanding toolbox.
What we offer
For administrations, regulators, industry and academia — and for everyone in spectrum management.
Spectrum Intelligence
The Radio Regulations as a living reference: allocations by band and service, footnotes, Resolutions with their full history, and at-a-glance dashboards for every WRC-27 and WRC-31 agenda item.
Explore SpectrumNOW4WRC
A comprehensive capacity-building framework for those entering international spectrum work — women-led, open to everyone. One-to-one mentoring is today's flagship programme, and a broader curriculum, including video lectures, is taking shape around it.
Find a mentorCommunity
A gathering place for spectrum professionals: expert articles and analysis, an event calendar covering WRC, ITU-R and regional preparatory meetings, and a newsletter that keeps the community in step.
Read expert articlesHow we keep it accurate
This site serves experts. Accuracy is the product.
Official sources only
Everything starts from the official ITU texts — the Radio Regulations and the Final Acts of World Radiocommunication Conferences. No second-hand summaries.
Derived, not retyped
Tables and diagrams are generated from the canonical allocation data, and agenda-item analyses are checked clause by clause against the Resolutions that govern them.
Transparent Beta
New analyses carry a Beta badge until review is complete, and every page invites you to report an inaccuracy — reports go straight to the editor.
The ITU texts remain authentic
Friends of Spectrum is an independent platform, not an official ITU publication. For regulatory purposes, always rely on and cite the original ITU texts.
FoS Team
Friends of Spectrum is developed by the FoS Team, led by Dr. Masanori Kondo, and supported by EBC-J.
